CBC News: MB Requests Skilled Workers
Alastair Clarke recently met with Minister Malaya Marcelino regarding changes and requests for 2025. Everyone is aware of the current difficult situation at IRCC. Trudeau has resigned and it is not clear how much longer the Liberals will be in power. They have been making many changes to the Canadian immigration system to win over potential voters for the upcoming election. We have been guiding our clients through all the changes to ensure they have the best chance at success.
As reported by CBC News, MPNP received 9,500 Nomination Certificates in 2024. That was a significant increase from previous years. The current NDP government passed a budget that increased staff at MPNP. This was very good news for skilled workers in Manitoba. We have met many of the Managers and Officers at MPNP. We can attest that they have been working very hard to process the applications. They have been working evenings and weekends to get the work done.
As reported, MPNP issued 9,540 Nomination Certificates in 2024. That is a huge success.
In 2024, Manitoba accepted all of the 9,500 nominees it was allotted through the program, which brings skilled workers to the province to fill labour gaps.
Manitoba was granted 40 more nominee spots in December and filled those too, says Malaya Marcelino, the province’s labour and immigration minister.
I told my staff that I’m the happiest minister in all of Canada,she said in an interview.
We get calls from international students across Canada who are envious of the applicants in Manitoba. They report how difficult it can be in other provinces.
During Mr Clarke’s recent meeting with Minister Marcelino, he was extremely impressed with her leadership. She has taken a strong interest in improving the MPNP program and she is open to new ideas. We look forward to working with her to help process 12,000 NC for 2025 – if IRCC agrees with her request.

As noted above, the MPNP program only issued 7,348 certificates in 2023, even though they were given 9,500 certificates by IRCC during that year. That led to significant changes at MPNP. At that time, the MPNP program had difficulty processing the applications due to many factors. For example, they were short-staffed at that time. They could not manage to keep up with demand. Many candidates moved from other provinces to Manitoba based on the success of the MPNP program. There were other factors that had an impact on the program as well. As reported in 2023:
The province has routinely accepted as many nominees as Ottawa has allowed, so missing the mark [in 2023] was
extremely unusual,immigration lawyer Alastair Clarke told CBC last year.
You can see from the above chart that, based on past data, the MPNP program has steadily been expanding. The fact that MPNP was granted 9.500 NC in 2023 and only issued 7,348 is extremely unusual. They made corrections for 2024 and they processed the most number of applications in the history of the program.
