WPF: Migrants Fleeing the USA
Trump’s election is only a few days old and yet we are already seeing significant consequences. As before, he has caused significant stress and anxiety among folks in the USA. This anxiety is felt within many communities – Americans and non-Americans – who are worried they may be negatively impacted by his decisions. CIL received a huge increase in files when Trump was elected the 1st time. Many people came to us for help. We were able to guide many applicants through various programs, depending on their circumstances. In 2025, we are seeing history repeat itself.
As reported in the Winnipeg Free Press, migrants have already started to flee the USA for Manitoba. Despite the freezing cold and dangers, they see Canada as a safe haven to the risks they face in the USA. Scott Billeck published a lengthy piece on recent attempts of people trying to cross into Canada.

David Carlson, reeve of Emerson-Franklin, said there’s a sense in his community that Manitoba is doing its part to stem the flow of illegal migrants and illicit drugs on both sides of the border.
“It’s good that we have a deterrent,” he said. “If it deters any criminal activity, it’s good for the community.”
There’s heightened anxiety about the prospect of a surge in border crossings now that Trump is back in power.
He said the community is relieved by the increase in RCMP presence.
Staff at CIL have seen an increase in consultation from the USA. Many people are, again, looking to immigrate to Canada. The main difference between Trump’s 1st term and his 2nd term are the programs available at IRCC that may help those potential applicants. To be clear, it is simply much more difficult to immigrate to Canada in 2025.
